On 13-17 November 2023, the Supreme Administrative Court of Lithuania (SACL) hosted a visit of Ms Andreea Marchidan, a judge of the Romanian Supreme Court of Cassation, who visited under the exchange programme of the International Association of Supreme Administrative Jurisdictions (IASAJ).

Sharing her impressions of the exchange programme visit to the Supreme Administrative Court of Lithuania, Judge Andreea Marchidan noted the excellent professional and personal experience she had gained: "I met the most prominent representatives of the Lithuanian justice system. We had the opportunity to share mutually useful information and best practices about our legal systems and jurisprudence. My country will benefit from new ideas, including the use of written procedure for cassation appeals before the Supreme Court of Lithuania. The introduction of videoconferencing in court hearings and the publication of the most important court decisions on the courts' websites made a great impression."

During the visit, Ms Marchidan and the judges of the Supreme Administrative Court of Lithuania discussed the system of administrative courts in both countries, and shared good practices, especially in environmental and competition law cases. Judge Andreea Marchidan also met with lawyers from the Supreme Administrative Court of Lithuania and representatives of the National Courts Administration (NCA), who presented Lithuania's judicial system and the NCA's functions and role in increasing the efficiency of the judicial system, improving its operations and creating a unified court information system. Together with the NTA representatives, the judge also had the opportunity to explore the digitisation of court activities, data-driven management tools, the e-court system and discussed the models of judicial training in both countries. The visiting judge also visited the Supreme Court of Lithuania, the Vilnius Regional Administrative Court, and participated in a scientific and practical discussion organised by the Faculty of Law of Vilnius University on the challenges of administrative justice in Europe, as well as in an open conference of the delegates of the Association of Judges of the Republic of Lithuania, which was held in commemoration of the 30th anniversary of the Association.
