Delegation of representatives of the Administrative Court of Lower Austria visited SACL

On 19 May 2025, the Supreme Administrative Court of Lithuania (SACL) hosted a delegation of representatives of the Administrative Court of Lower Austria, visiting the Administrative Court of the Regions within the framework of the European Judicial Training Network (EJTN) bilateral exchange programme.

The delegation was received by the President of the Supreme Administrative Court Skirgailė Žalimienė, Judge Beata Martišienė, Head of the Legal Aid Unit Eimantė Pogužinskė and Adviser to the President of the Court Agnė Veršelytė. The discussion was also attended by Judge Indrė Žvaigždinienė, Judge Eglė Žulytė-Janulionienė and Kristina Andrejeva, Head of the Legal Team, who accompanied the delegation of the Regional Administrative Court.

The Austrian delegation consisted of Mr Markus Grubner, Vice-President of the Administrative Court of Lower Austria, Judge Matthias Röper, Judge Alexander Flendrovsky, Judge Wolfgang Warum, and Ms Patricia Abel, Legal Assistant.

Representatives of the Supreme Administrative Court of Lithuania presented the system of administrative courts in Lithuania, the functions of the Supreme Administrative Court of Lithuania, the procedure for applying to the administrative courts of Lithuania, and discussed the statistics of the administrative courts. They also shared good practice in the areas of the organisation of the Court's work and the procedure of administrative cases and discussed the Court's cooperation with other state institutions and international courts.

During the visit, the Austrian judges took an active interest in the normative cases pending before the Supreme Administrative Court of Lithuania, the court's jurisdiction and the principles of case law formation. The guests also presented the system of administrative courts in their country, the model of organisation of work and the peculiarities of court decision-making.
